    “Pflum said he favored allowing confined-feeding operations if local officials regulate where they are placed.” That would alleviate which problem? Placement is where you can get someone to sell the ground, testing of soil meets criteria, water is available, and everything is in place to obtain the required permits. The citizens in Democrat Township, Carroll County have presented viable concerns to the “local officials” with the results being zilch, except for a new ordinance regarding set-back requirements. The “good neighbor” policy in rural agricultural America is on the fast-track of a down-hill slide. The Pandora’s Box of health and environmental issues may come to haunt us all. Helen Stoops
